Don’t Rely Solely on Public Sector Benchmarks and Best Practices

Benchmarks related to efficiency, cost, and productivity for both public and private sectors were cited as important by a majority of respondents. However, public sector agencies primarily want benchmarks for other government organizations.

Survey Findings

  • A majority of respondents (59.7%) indicated that HR benchmarks for public sector are important to have over the next three years.
  • A majority of respondents (58.1%) indicated that IT benchmarks for public sector are important to have over the next three years.
  • Half of respondents indicated public sector benchmarks for finance & accounting were important.
  • About half (48.4%) of respondents indicated public sector benchmarks for procurement were important.
  • For areas cited above, 20% - 25% of respondents cited private sector benchmarks as important.
  • Recommendations

  • APQC’s history indicates that benchmarking exclusively within a single industry sector is not necessarily the quickest path to improvement.
  • Benefit from a mindset change: Private sector benchmarks and best practices can be just as applicable as those for the public sector. Practices from the private sector can lead to breakthrough learning and accelerated improvement!
